In theory, the Council of State is Cuba's highest organ of
government, and the 31 members elected to a new, five year
term in February 1998, represent the foremost authorities on
the island. In practice, however, the Council is a formal
institution that rarely meets and exercises little real
day-to-day power.
Only eight of the
members have well defined functions connected to key areas
of Cuba's power structure-- President Fidel Castro and his
brother, Raul Castro, and the five vice presidents, as well
as, Dr. Jose Manuel Miyar Barruecos, who has now been
secretary of the Council for almost 20 years.1
On 24 February, Fidel Castro was re-elected Head of State by
Parliament for another five-year term. At the same time, he
heads the Council of Ministers.
